BIO
Industry Professor Ray Owen leads the Telecommunications Research Unit (TRU) in the Faculty of Engineering and Information Technology (FEIT) at the University of Technology Sydney (UTS). He is also Principal Investigator and Director of the Australian National Telecom Resilience Centre (NTRC) at UTS.
The TRU is a Category 3, industry-funded research unit at UTS with major long term contracts from Telstra, NBN Co, Amplitel and the Australian Government’s Department of Infrastructure, Transport, Regional Development, Communications and the Arts (DITRDCA).
The team’s vision is to create a world-class research centre in telecommunications and broadband technology that drives innovation, applied research and industry collaboration to benefit society, while empowering graduates with cutting-edge, industry-relevant skills and knowledge.
TRU’s four pillars
- Research & Development – advancing telecommunications technologies that enhance Australia’s digital capability.
- Industry & Graduate Education – delivering micro-credentials and other programs that lift national capability.
- Industry-led Teaching – embedding applied research and real-world case studies in postgraduate curricula.
- STEM Diversity & Inclusion – strengthening the talent pipeline for Australia’s engineering workforce.
Alongside his UTS appointment, Ray consults globally on telecommunications technology, network resilience and operations.
He is currently a Distinguished Consultant with Skeens McDonald (US), a recognised subject-matter expert for A.T. Kearney, and a Partner at Tech Audit Partners, a US-based network-resilience audit practice. He has led numerous high-profile investigations into network outages for internet service providers, mobile and fixed-line operators, and large enterprise networks.
Ray’s governance roles include:
- Board Member, Australian Mobile Telecommunications Association (2015 – 2017)
- Board Member, NSW Connectivity Innovation Network (2022 – present)
- Member, UTS Industry Advisory Board (2017 – present)
He was Adjunct Professor at UTS (2017 – 2023), Chief Technology Officer of nbn co limited (2017 – 2023), and previously Managing Director of Nokia Networks for Singapore, the Philippines, Australia and New Zealand.
Ray holds:
- PhD, Electrical & Electronic Engineering, University of Birmingham (UK)
- BEng (Hons), Electrical & Electronic Engineering, and the AKC diploma in Religious Philosophy, King’s College London
He is named on 19 patent filings and 11 granted patents and has published widely throughout his industrial and academic career.
