I am the Director of Postgraduate Project Management Programs at the University of Technology Sydney (UTS) since Jan 2026, including the Graduate Certificate in Project Management (GCPM), Master of Project Management (MPM), and Master of Property Development and Project Management (MPDPM). I am also an Associate Professor in the School of Built Environment and an established project management researcher. My research examines how infrastructure projects are delivered, with a focus on risk allocation, contracting practice, stakeholder acceptance, and social sustainability. A continuing focus in my work is sustainable infrastructure and the governance of public–private partnerships (PPPs), including opportunities for Australia–China collaboration.

My current research focuses on three related areas. First, I develop a Social Licence for Infrastructure framework to define, assess, and maintain social licence in infrastructure projects, with attention to stakeholder expectations, legitimacy, trust, and lifecycle dynamics. Second, I study social procurement in China, examining how procurement and contracting practices can generate social value in project delivery beyond traditional cost, time, and quality objectives. Third, I develop an AI readiness framework for temporary construction projects, focusing on project-level conditions for AI adoption, including data, people, processes, and governance constraints that are distinct from firm-level readiness models.

My research has received support from academic and industry organisations, including the Australia-China Relations Institute, Key Technology Partnerships Seed Funding Scheme, and UTS & Abu Dhabi University Research Partnership at UTS, the Project Governance Control Symposium, and the Project Management Institute.

My work has been widely cited, and I have been listed among the world’s top 2% scientists. I serve as Communications Coordinator for CIB Working Commission W122 (Public Private Partnership), Department Editor for Project Management Journal, Associate Editor for Built Environment Project and Asset Management, UTS Representative on Standards Australia MB012 (Project, Programme and Portfolio Management), and Research Associate at the Australia-China Relations Institute (UTS:ACRI). I hold a PhD in Management Science and Engineering and a Bachelor of Engineering from Tsinghua University in China.
