Frances' research focuses the intersections between labour law, environmental crisis and changing formations of technology, gender and migration. She has an interdisciplinary background in law and history and has published in academic journals including The Sydney Law Review, New Technology Work and Employment, The Journal of Industrial Relations, The International Journal of Comparative Labour Law and Industrial Relations and Labour History. She is the author of a monograph published by Oxford University Press and co-author of the book Work and Industrial Relations Policy in Australia (2025, Bristol University Press).

Frances received her LLB and BA (hons) from the University of Western Australia and DPhil from the University of Oxford.  She has held academic positions at the University of Sydney, Birkbeck, University of London and the Institute of Historical Research.  Outside academia, Frances has also practiced as a lawyer at a native title representative body and served as the National Director of Research for United Voice, a large Australian trade union.
