BIO
I am a law and technology researcher whose work sits at the intersection of law, emerging technologies and regulatory reform. With an academic position at the University of Technology Sydney (UTS) and affiliations with UNSW Sydney, UTS and Deakin University, I have a strong research track record in cybersecurity, critical infrastructure regulation, and quantum technology resilience. My research and publications focus on emerging technology, regulation and technological change in complex industry sectors, such as telecommunications, broadcasting, news media, digital platforms and cloud services. I have authored and contributed to a variety of publications, including peer-reviewed journal articles, government submissions, policy briefs, and public commentary.
My collaborative research work focuses on the concept of quantum resilience, an approach that seeks to anticipate the disruptive potential of quantum technologies on exant legal frameworks. My publications explore the legal uncertainties of quantum-era security. I have contributed to national consultations on cybersecurity legislation, the Electronic Surveillance Framework, and Australia’s Cyber Security Strategy 2023–2030. In addition to academic and policy work, I also seek to publish for broader audiences. My co-authored article, 'Quantum tech is a high-stakes gamble. Here’s how Australia can find a way forward', was published in The Conversation in 2024. I regularly participate in national and international forums, seminars, workshops and conferences on emerging technology regulation and governance. I have presented my research at domestic and international conferences.
My professional background spans academia, government, industry, and private practice. Before joining UTS, I completed a 3-year Cyber Security Cooperative Research Centre (CSCRC) Post Doctoral Fellowship based in the School of Law, Society and Criminology at the UNSW Faculty of Law and Justice. For over a decade, I worked for Australia's regulator of communications and media. I have also worked as an in-house lawyer for an Australian subscription television provider, and in private practice in Sydney and London.
